Building Permit (Bygglov)

Planning and Building Act (2010:900) Ch. 9

What does it mean?

A building permit (bygglov) is an authorization from the municipality required before starting certain construction works. It applies to new construction, extensions, facade changes, change of use, and in some cases demolition. The purpose is to ensure buildings meet requirements for safety, accessibility, aesthetics, and compliance with the detailed development plan.

The application is submitted to the municipal building committee, and processing time is normally 10 weeks from a complete application. Costs vary significantly depending on the municipality and project size, from a few thousand SEK for minor works to tens of thousands for larger projects. Some measures, such as smaller Attefall houses (max 30 sqm), Friggebod sheds (max 15 sqm), and certain decks, may be permit-exempt but still require a start clearance.

Key Points

  • Required for new construction, extensions, facade changes, and change of use
  • Application submitted to the municipal building committee with drawings and technical descriptions
  • Normal processing time is 10 weeks from complete application
  • Building without a permit can result in sanction fees and demolition orders
  • Attefall houses (max 30 sqm) and Friggebod sheds (max 15 sqm) are permit-exempt but require start clearance

Practical Tip

Contact the municipality's building permit department early for a preliminary assessment before investing in drawings. Many municipalities offer free consultations that can save time and money. Always check the detailed development plan for your area before planning construction.
